Conference Hybrid and Information Threats
The Institute for Communication Studies (ICS) organized a conference Hybrid and Information Threats: From Recognition to a National Systemic Response, which took place on November 28, 2025, starting at 12:00 PM at the Holiday Inn Hotel, Skopje. The Prime Minister, Hristijan Mickoski, the Ambassador of Great Britain, Matthew Lawson, and the Director of ICS, Žaneta Trajkoska, gave introductory speeches at the conference. The panel discussion featured speakers from the Minister of Digital Transformation, Stefan Andonovski, as well as professors and experts in the field from the country and Europe. The event promoted the public policy document prepared by the Institute of Information and Culture, entitled “Institutional Response to Foreign Interference and Information Manipulation in the State: Models and Policy Options”. Hybrid threats that combine military, political, economic, cyber, and information methods represent one of the most complex security risks to democracy today. Foreign interference and manipulation of information, as part of these threats, aim to cause institutional paralysis and social crisis through the abuse of information channels. Our country, as a NATO member state, is in an environment where disinformation campaigns are often used to influence public perception, polarize society, and undermine trust in institutions. The conference is organized within the framework of the project “Monitoring, detecting and exposing covert foreign interference and manipulation of information”, which is supported by the British Embassy in Skopje. At the invitation of IKS, NEXT-EM dooel was also present at the event.
